Definately siding with Victor that spotlight helps common sense.
We have a similar issue:
We have to register permanent adresses (connected to mandatory ID)
Legislation started to give everybody the decision on who can access those databases
was changed into nobody can stop address brokers from correcting already existing data entries
was passed when a EU soccer match was running and most seats were empty
public not happy with it, might be changed before becoming active...
