It did happen, but became a legend after being retold so many times.

The administration of a city nearby was dumping floppies by buckets in their backyard, because they were full. Someone saw a bunch of computer illiterates, and knowing they don't visit forums (it was the 1200 baud modem era) and read computer magazines, didn't tell them about formatting or del a:*.*, so he could sell them floppies by the truckload. A friend of mine happened to ask a guy there why were they throwing floppies away... and picked a few boxes for himself, then told his friends...
