I have uninstalled inno and then reinstalled just to make sure I had the latest version. I am still getting the same error message.
The application failed to initialize properly (cx0000005). Click on Ok to terminate the application.

Oddly, when I create the package the test install works fine. I'm beginning to wonder if it's the laptop, on which I am trying to test install the program.

>You don't need to include them. If you don't have RESOURCE=OFF in the config.fpw, they will be created.
