You can use HTML Help Workshop which works by letting you create help topics as HTML pages and then link them together. It works and for small help files that have a few topics that works fairly well, but if you have a complex help file with many sections and lots of cross linked content it gets difficult to manage quickly.
Third party solutions do a much better job of this and as others have mentioned West Wind has Help Builder to do this for you and it's FoxPro centric (built in FoxPro) to boot. There are FoxPro specific helpers on a menu that make it easy to link help topics to forms or controls on a form.
I build a lot of documentation (which is why this tool exists in the first place) and a lot of thought for process has gone into it over the years - if you're serious about building a help file it's worth checking out...
