I don't think the average user needs to upgrade. Just because it's newer, doesn't mean it adds value for the AVERAGE user. For power users, I think it's a big improvement. (Faster load times, less memory/cpu consumption, connects to wireless faster, etc). However, Microsoft has really made it easy to upgrade.
Even big corporations don't typically upgrade machines. When I was at 3M, we got a new OS when we got a new PC, which was every three years. There was no move to upgrade existing machines.
>This isn't really a good judge of Win 8 because the Gov will force people to use it. But ask those same users if they'll upgrade their home PC's to it.
