Well, you replied as a counter of the argument of "Windows 8 Fail" of the original poster, so of course it looks as those 617 million are Windows 8 if you just read the title, highlighted with the use of "Bazinga!" as if the point was proven. Furthermore the "Windows 8 IS included" argument is also debatable as it is one thing to have the right to install the latest version of a product and to actually use it, for example we are in some similar deal in our company, we can install all the latest MS products, but there are not plans yet to migrate to W8, we are even only half way of replacing XP as there are hardware considerations too, and mind you, the article does not say if DoD will implement W8 or not, the deal talks started one year ago so it is possible they were just interested in Windows 7.
