You can run VFP9.EXE on Linux legally. It runs under WINE. You are not legally allowed to run compiled VFP executables on Linux, at least without running them in a virtual machine that runs on Linux. I use Windows Server 2003 for all of my Windows-based VFP development on Linux in an Oracle VirtualBox virtual machine. Easily copied between my laptop and desktop machine as needed.
