That is part of what needs to be considered. But every rewrite I've ever been involved with always cost more than planned. That needs to be considered too.

Additionally, what's the business loss of not implementing the new features right away? If a rewrite is done, it will take time to get the new app up to the same level of features, and additional time to add the new features.
