I would not do a desktop app at this point in time unless there is compelling reason why a web app would not work.

Would I modify an existing VFP app today? I can't answer that. It depends on too many factors that are not available to this discussion. I would not start new development in VFP today.

But in both cases, Web or Windows, C#/SQL is the clear answer.
