>If you follow the approach that started in the late 70's with drunk driving - they did both. They increased the drinking age from 18 to 21, created new laws, enforced the laws, tons of public awareness, etc etc etc. Seeing how it dropped DWI fatalities by 2/3's I'd say its working.

They enforced seat belt/shoulder harness usage, enforced and extremely increased the passenger compartment safety of all new cars and trucks, and increased those standards almost to the breaking points of the auto manufacturers.

Do some checking on the numbers of DWI accidents, DWI charges, AND the numbers of fatalities.

The accidents and stopes have increased rather dramatically. The fatalities have gone down.
