In VFP5 you can create a COM DLL based on Form and it can be visible. It doesn't interact with UI events though. I use one like this all it does is change .BackColor to indicate server status.

In VFP6 a COM DLL can not be based on a UI class. A COM EXE can be based on a UI class like Form.
