Only WinRT is restricted to Windows Store only. That does not include WIn8 Pro, Enterprise, and other editions.
>CPU problems aside, I thought I had read somewhere that via Win8 Enterprize large companies could bypass Windows store for their in-house stuff install needs ? (And also via the debug-flip in the ARM device when connected to PC via cable ?)
