It doesn't make sense. For example, what constitutes an "explosive device"? And what constitutes a "grave threat"? If somebody is planning a shooting or bombing by putting together supplies, then they're already in violation of existing laws. If they're not putting together supplies, it's something else that hasn't yet culminated into any personal actions. So do we prosecute people for their thoughts?

Last November, some people who lived 3 miles away from me (as the crow flies) allegedly hooked up a propane tank to their house to blow it up and collect the insurance money. The explosion destroyed over 30 homes in the process, killed two neighbors, injured dozens of others.

Should we ban the sale of propane? A gallon of gasoline will ignite hundreds of campfire sized fires. Do we ban the sale of 15+ gallons of gasoline at every fill up?

We need to work on the fundamental behavior issues. Solutions come through education, and a foundation of faith. Everything in this nation changed on June 25, 1962. People no longer had anything to fear, except matters of the law. And for many, that is an exciting, desirable lifestyle.
