To paraphrase the quote by Justice Steward "I know it when I see it." I have seen many times when people flip a cigarette butts right on the sidewalk. You will probably say, no big deal; in my opinion this is low class. Just like in my opinion what she did is low class.
But if you think what she did is cool; I hope some day she does it to the prime minister of Belgium too (to show him the sign of respect!<g> ).
