Tires are still tires. Wheels are sometimes the tires and the rims. BUT: regardless of what anyone here tells you, wheels "used to" refer to the car itself (slang) but that is with the "*much*" older generation. Now the term wheels can also mean rims but it still can refer to the tires and the rims. For the younger generation, a car is all about the rims (or wheels :) )
