Have you checked to see if there are any problems in the DKCONTRL.* files ?
For various reasons I'd recommend using another install program (e.g. Inno Setup --
http://www.jrsoftware.org/ ). I've run into situations where setup package generated by Setup Wizard in VFP6 did not work properly.
As I recall correclty, VFP does install itself somewhere in the "c:\program files" folder ("c:\program files (x86)" on 64-bit OS). Starting with Vista that sometimes cause problems because the "c:\program files" (and "c:\program files (x86)") are for the most part read-only as part of built-in security in Windows (i.e. don't look at the DOS-level file attributes). Even if you're logged in with an admin-level user, any program launched will generally run with restricted priveleges unless you explicitly launch it using "run as administrator". Usually the folder virtualization feature in the OS should transparently mask this issue (by redirecting accesses to "c:\program files" and "c:\program files (x86)" into user profile directory) -- though I'd seen situations where it doesn't always work as expected.
