The USSR had nuclear weapons and got run out of Afghanistan.

France has nuclear weapons and surrenders to anyone that asks.

The US has nuclear weapons and got run out of SE Asia, and is currently running out of Iraq and Afghanistan.

Libya has chemical weapons and didn't use them (as far as we know) while the government was overthrown.

Syria - same thing (so far).

Egypt has lots of weapons (and the US is still supplying them now that they have fallen to the Islamic Brotherhood) but did not resort to full capabilities while the government was overthrown.
