At the risk of sounding foolish - what does that mean? I've never heard that expression.

I can see the logic in that - but from what I've read the USA passes out one of the longest (if not THE longest) prison sentences as it is.
I would think the police would be more interested in access to a database full of info on gun sales and owners - ya know the one the ATF needs but is not allowed to create.
