Just as an FYI - the issue turned out to be newly-imposed restrictions on the user account. Before it was pseudo-Admin equivalent, now it's standard user and cannot adjust the date/time. Did a test as Admin and GPLIB still rules !!! George Sexton did a wonderful job !!!
