Héctor, with Windows 7 and later you can go in and set the monitor to use 125% or 150% to make the newer higher resolution monitors function (size-wise) like older, smaller resolution monitors. These settings affect everything, but they do make the old even 640x480 apps appear nearly full-screen. We've had a couple of customers who complained about this, and this was our fastest solution. The others involved either re-writing the code, and nobody wanted to do that, or to write an auto-converter which automatically resized everything as you are desiring, and there was some interest in that. But, the custom was happy with the 125% monitor settings so it was never pursued.
