You need to investigate first - I said "you learn essentially one IDE" - I didn't say there is only one IDE or that you only create one GUI (your words) for all three target platforms.

There are 3 development tools from PCSoft - WinDev, WinDev Mobile and WebDev. The IDE all look and work in a similar and familiar way in respect of creating projects, classes, variables, coding, tools, compilers, controls, help, etc., etc.

Obviously each IDE contains additional tools specific to the target platform. In the case of Mobile, for example, you have mobile screen emulators so you can design your layouts. In the case of WebDev the code editor splits each function/procedure into 2 parts; the code that must run on the server and the code that must run in the browser, etc., etc.
