I agree Lianja needs a cloud server demo.
FWIW, the desktop actually runs HTML on the desktop. The same HTML that will run in a browser. The difference is that the "server" is in the desktop runtime. You can see this looking at ports being used on the desktop (which is how I found out).
re: tools like Lianja for .Net. So there is a .Net tool where I can write an application once, in a language that allows me to query cursors that are local and/or remote (e.g., local cursor and remote cursor joined in a select -- without descending into the abyss of custom Linq queries), and which once written, will run on desktop, browser, mobile browser, and native mobile, without rewriting? Which tool would that be?
