Historically, Windows was supposed to have been written in .Net. That was the core premise: safe software that would be safe for the operating system. There are several sources our there that describe the Windows team's reaction, all of which boil down to "no way, it'll never work." So the core premise of .Net never got fulfilled, in fact.
