Since VFP 9 does appear to have a Chinese-language (both traditional and simplified) resource files, I believe it is possible. You will probably have to set your computer to Chinese-language mode so that you'll be able to enter Chinese-language text. The resulting program will probably only work properly when running with Windows running in Chinese-language mode (probably will suffice to set environment so that non-Unicode applications run in appropriate Chinese-language codepage). Please note that ability to change Windows user interface language may depend on version of Windows that you are using.
