I have seen this and it turned out that the program was either minimized or top or left property was such that it was not visible. Make sure that the program shows up in task manager.

I had him uninstall the FoxPro runtime library and then when we tried to run the program we got the error "Cannot find Visual FoxPro library" as expected. But when we reinstalled and tried the program again nothing, no program, no error.
