If the app reported the missing runtime error then I'm surprised it doesn't show in task manager. Might pay to walk the customer through it- the label in task manager may not be what they expect.
In addition to what others have said- there are lots of reasons why an app may appear to freeze or no show. E.g. perhaps the app has set reprocess to automatic or similar and is stopped waiting for access to a table or row that is locked or corrupt. The user hasn't seen it before because it would only occur if something is preventing access such as a corruption or a hidden jammed instance, or a lunch lock on another PC accessing the same data, or even some other tool like Access. I'd tell them to close down completely and try again. Also make sure there isn't something on another PC with a lunch lock.
