Boot the computer in Safe Mode and then run the app. That might show you if there is something else running in the background that is causing the problem. Also, if the app does in fact start correctly in Safe Mode upon exit it might "clear" up whatever the issue is.
One more thought - it seems like to me I once was running a Java based program that halted the start of the VFP program till I exited the Java program (not completely sure of this, it might have been FP 2.6x app instead of a VFP one).

I had him uninstall the FoxPro runtime library and then when we tried to run the program we got the error "Cannot find Visual FoxPro library" as expected. But when we reinstalled and tried the program again nothing, no program, no error.
