Very easy to justify such things: * Stop thinking of the enemy as people. This is made significantly if their language and culture are totally alien to you. It's even easier if you can view your enemy as being barbaric. * Convince yourself that it simply a matter of "us or them" * Convince yourself that they would attack if the circumstances were reversed * Convince yourself that you can win, and that it will be over very quickly
