I'm not really certain what their licensing is since we only use it for 1 production database. Here's what there web site says about ISV's:
OmniAudit ISV License   (contact us)
ISV licensing is designed for software publishers who intend to bundle OmniAudit with their own commercial software as a way of adding audit trail functionality to their software. 
Contact us for details about ISV licensing. 
It's not that difficult to write your own triggers for each table that basically does the same thing as the OmniAudit manager software. With a little ingenuity, you could even write something that looks at all of the tables in a database and creates the triggers automatically. When we purchased the product, it wasn't cost effective for us to write our own for a single db with 300+ tables.
