>>Black Hat style cyberwarfare that could potentially disrupt most communications, financial stability, various industries, etc for a protracted amount of time. Not a shot fired. Obama would call the UN.

Actually it's suggested that you're facing that now, from China. Obama hasn't called the UN yet. ;-)

>>EMP warfare (like Iran or North Korea will certainly aspire to) that can permanently destroy the electronic infrastructure of a hemisphere, leaving the majority of the population to starve or die of disease... Obama would crawl to the UN (if possible).

Small risk of that - apart from nukes that are just too expensive, EMP is hard to deliver over a large area. And there are much easier ways if you want to attack a society.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
