Indeed it is. Plus it has a SIM slot, and the HSPA modem in it allows you to connect to voice as well - so it can be used as a cell phone too. A few things bother me about it though. It only has one camera (for video chat), and the native screen resolution is 1024x 600, and the "touch" part of it doesn't do the multi-touch thing. I really wish it had 1024x768 because you need that for windows 8 along with the multi-touch.
I have windows 7 ultimate running on mine and even have a tiny tiny USB TV/FM tuner with a tiny tiny remote for it so I can watch TV with it too. So yes quite handy - I have windows pc, gps, tv, radio, and cell phone that fits in my pocket. Considering that I'm riding a moped/scooter over here now I'd rather deal with that than a laptop bag. (laugh if you must, but I get 120 miles to the gallon and due to the nice weather I can ride it every day hahaha)
