It's not about whether people like smoking: you're free to smoke as much as you want as long as you don't extend your rights past others' noses.. That's your own definition of the limit of personal rights, so surely smokers can smoke like a chimney as long as they prevent the smoke entering others' noses. If that's not possible in a restaurant, then you have your answer. If it is possible outdoors, then go for it.
