Reminds me of the regulation which still makes no sense to me: in Virginia Beach (or the whole Virginia, don't remember the scope of the variable) it's illegal to light it... until 4PM, when it suddenly becomes legal. Mother nature (and father who writes absurd comedies) take care of the it, in a way that at that time of day the fire stops being dangerous.
