When someone receives a security warning under a https page such as:

"Do you want to view only the webpage content that was delivered securely?"

...in IE, is this a setting that can be turned off?

I have a user using IE 8 and he says he is getting that sometimes on another Web site. I cannot simulate that on IE 9. But, then, I figured out, maybe there is a setting that is turned off on my browser. I am just trying to find where the adjustment has to be done but that is very difficult as I cannot simulate it and the user only gets it randomly. So, at first, I wanted to verify if this could be related to a setting, as far as showing the warning, or if this is something that was buggy in IE 8 but has been fixed under IE 9, as all pages are having the base HREF to the https location and no full path is generated in the page.
