I want to be able to whitelist and blacklist programs and web locations within the UAC dialog, without hunting for various dialogs in control panel (which now has to have its own search because people can't find things, as they're renamed periodically) or file properties. I positively hate the way of security by annoyance, as it's presently done.

And I want a firewall which would work both ways.
