Are you using any COM componenets or ActiveX controls? I have found this error occurs when you create a COM object programmatically and don't explicitly release it, like:
oObject=CREATEOBJECT("comlibrary.comclass")
QUIT
where
oObject=CREATEOBJECT("comlibrary.comclass")
RELEASE oObject
QUIT
will not generate the error.
