No. I find it very odd that this has happened. I saw something similar once while working at a manufacturing facility. They rolled out a new DC and all kinds of weird things started happening.

Perhaps it relates to a registry settings related to Tools -> Options -> Regional -> "Use System Settings" checkbox and what would be the "Set as default" button being pressed? Beyond that ... baffled.
