Merge A1 and A2 into A1, and set row 1's height to max, and row 2's height to max. If you need more, merge more and set their heights up too.

You can get the code for this by recording a macro, doing it manually, then examining the macro code. To get constants, press F8?? to step in, then hover over constant names to see values.
