I guess an important part of their job is to turn off any independent thought and another important part is to control themselves never to do anything that's not on the books. So one charity didn't come up to pick the food - they could have claimed the hungry were another charity and handed them everything, while maintaining order during the distribution. But no, nobody told them to do anything about it, and the bank which orchestrated the whole thing wouldn't want to encourage freeloaders. They may expect who knows what later - give them something for free once, they may imagine they have an entitlement next time, which shouldn't be encouraged.
