Exactly my thoughts - some tracking, over a couple of months, would show which buttons are very rarely used, and thus candidates to be grouped into a darker corner (i.e. some place where they'd still be accessible but not via just one click - the user would have to click something to get them) or to be outright removed.

I use it every time I want to change my tagline, which is a few times a year. And when I get bored with my color scheme, which happened no more than six times since 1997 :).
One thing that is an obstacle to the overall design of the UT is that returning to this page forces a refresh, so if you do one of the things that erase the top frame (the one with the treeview), when you return it is refreshed with new messages since your last refresh, i.e. it's assumed that all the messages that were listed were read, which is most often not the case.
Now with time warp working as well as it does, this is mostly irrelevant - even if I lose sight of the messages I haven't read, I can always warp back to some safe distance, usually 12 to 36 hours, and see if I missed anything. But a simpler solution would be to not reset the pointer to "last seen" whenever rendering the upper frame, but do it only on login and when the refresh button (on UT's toolbar, not in the browser) is clicked.
And the home page shouldn't really show the login form if I'm already logged in. It may rather show a few of those "profile", "setup" links.
