I'm betting it's a legal thing. "May" means "we might do it, but we might not". They can't say "We will" because you can block that.

All web sites track you, if you let them. What are the differences here compared to Google? Microsoft does not scan my emails, then match that with my web visits. It's based pruely on IP address. It has nothing to do with WHO I am, but WHERE I am.

Additionally, IE 10 has "Do not track" turned ON by default (another reason for "may"). If the advertiser respects that setting, I won't get the tracking cookie (Another place where Google won't respect user privacy as they've said they won't respect the IE10 setting). Again, I have to do NOTHING to stop that. Opt-in is better than opt-out.
