Craig already gave you excellent input. I may just add that if you application is already designed to work with SQL Server (either using SPT or CursorAdapter) than upsizing data is fairly simple. I didn't use an upsize wizard but instead created one long .PRG that goes through all tables and "sends" data to SQL Server database. But if your application is not ready for SQL server yet I would start by either getting some commercial framework or creating your own. I created, kind of, my own framework based Cursor Adapter object. The nice thing is that CA allows you to work with either VFP database or SQL Server. And I do have some customers still using VFP and some SQL, with the exactly the same application. This project took a while; for me it was not a simple couple of weeks job.
