As you say nothing about Atom being on client or server, I guess you try to run MySQL and vfp on the same machine.
If so, that will task the Atom, which is about as powerful as a PII or PIII. RAM could also be limiting, but that CPU is weak.
The thing to do first is find out which part (vfp or MySQL) gets the mayor perf hit - add timing/logging and compare fast and slow HW.
