From what I've seen so far the BM bombs actually are pretty scary:
- a lot of lower limb injuries and amputations, diabolically appropriate for a marathon
- the pattern of injuries implies shaped charges, either home-built with practical experience as with Middle-Eastern AP IEDs or military weapons like Claymore mines
- a high ratio of serious injuries to deaths can overwhelm first responders and triage in the short term, and maximizes cost to society in the long run. If that was planned it implies understanding of warfare and maximizing the effects of terrorism
