MotoCMS makes both Flash and HTML website templates, with built-in editing. Our new website (almost ready) uses one of their HTML templates. One tip: if you install under the newer PHP version, you might get an error. Contact support (providing your website information) and they will put up the correct version for you. Perhaps they have the figured out now (I last had to do this about 2 months ago).

I'm very impressed with the results attainable.
