I agree with Dmitry that the rabbi would be a good resource. Also, is there a Jewish Family Service where you are? It might be called Jewish Family and Children's Service or some other variant. They have social workers and lots of resources for such situations.

A quick Google shows they exist in at least Milwaukee and Madison. Don't know whether money's a problem for this woman, but I know there's a Jewish Free Loan in Milwaukee as well.
