Hey, prisoners don't get ballistic flak jackets and backpacks. Guards need only handguns, rifles and shotguns to keep them under control.

If schoolkids are armored then you'll need to upgrade the guards' equipment - I'm thinking RPGs, miniguns etc. Let the good times roll!
