Is there an FTP server process running on the Server 2003 box? It could be the native Windows FTP server, or you could separately install the FileZilla server on that computer.

Is there a software firewall on the Server 2003 box? If so is it configured to allow incoming FTP connections?

What about the site firewall? Is it configured to allow incoming FTP connections, and to route them to the Server 2003 computer? Related to that, the 2003 box will require either a static IP address, or a fixed reservation configured on the network's DHCP server.
