Well their finances are not in order according to treaties that they signed in which their commitments were defined very clearly as well as the parameters to assess them.

I think you're exaggerating the importance of this kind of publications, even if they originate from Harvard economists, and after this incident, I guess that is not going to change.

Most economists will agree that the (European) countries need reform, that they procrastinated spending the money that was available to ease the process on less effective issues.

What is under discussion is Germany's reluctance to launch a growth stimulating package that would relieve some of the pressure.
