Well I dunno - try asking the cops who didn't want to arrest them. My guess is it's simple resources.. It's not worth their time to arrest someone who didn't actually end up with a gun - they're too busy working all the crimes of those who had a gun and used it.
Perhaps if we worked on eliminating those other channels .....ya know like having background checks for every gun purchase for example.
